Staci Romeo, MBA
Senior Vice President
Staci Romeo is HealthlinkNY’s Senior Vice President. Staci oversees all all functions, staff, and departments. She enjoys utilizing her past management experience in the manufacturing sector to institute process improvements and improve procedural documentation across the entire organization.
Staci graduated from Binghamton University with a Bachelor of Science in Human Development as well as a MBA. She returned to Binghamton University for a Lean Six Sigma Green belt. Previously in her career Staci spent nearly 20 years in Industrial Management, for both Vail-Ballou Press in Kirkwood, NY and e-Systems Group in Conklin, NY.
Adam Hughes, MPH
Vice President, Operations and Community Development
Adam Hughes is the Vice President, Operations and Community Development. In this role, Adam directs, administers and coordinates the operations of the organization in support of administrative policies and strategic goals. Adam works collaboratively with HealthlinkNY staff to identify ways to maximize efficiencies within and across programs. His position also work to engage the community; develop the professional and personal capacity of staff; and identify opportunities for sustainability and growth.
Adam has a range of public health experience in both urban and rural settings including: managing a Planned Parenthood Health Center in the Finger Lakes Region of New York, coordinating a Needle Exchange with the Boston Public Health Commission, as well as overseeing a comprehensive youth center for LGBT Youth of Color. Adam holds a Bachelor’s of Science in Human Services from Springfield College and earned a Master’s of Public Health concentrating in Health Policy and Management from Boston University.
Chief Information Officer
Daniel Walker is HealthlinkNY’s Chief Information Officer. Daniel oversees the HealthlinkNY Project Managers, System Analysts, and outside technology subcontractors. Daniel is Cloverleaf Level 2 Certified and is responsible for the design and development of applications and interfaces utilizing the Cloverleaf Integration Engine. In addition, he is responsible for developing test scripts and executing functional testing based on workflow and business requirements. Previous to his role as the Chief Information Officer, Daniel was HealthlinkNY's Senior Director of Technology and Senior Interface Engineer.
Daniel received his Bachelor’s Degree in Information Science from SUNY Oswego in 2005. For the last 10+ years, Daniel worked for United Health Services (UHS), as both an Information Analyst and a Systems Analyst. In his most recent role, he was responsible for systems integration and development utilizing the OPENLink Interface Engine. He has a strong technical background in systems integration, analysis, and design, as well as an in-depth understanding of both the clinical and financial aspects of healthcare.
Chief Information Security Officer
Anastasios Stefos is the Chief Information Security Officer (CISO) for HealthlinkNY. He is responsible for ensuring that HealthlinkNY’s internal infrastructure and network is secure and up to date with State and Federal guidelines/regulations. Anastasios is responsible for risk assessments, and internal audits making policy recommendations to the leadership team and enforcing the policies throughout the organization. Anastasios oversees troubleshooting of office hardware as well as the Help Desk. He provides guidance to the Help Desk Manager on day-to-day operations and ensures the help desk staff is educated on upcoming services and prepared to assist internal staff and external callers.
Chief of Staff
Brandi Devine is the Chief of Staff for HealthlinkNY. Brandi’s primary responsibility is working directly with the Chief Executive Officer/President of HealthlinkNY. The role supports the overall effectiveness and organization of the Office of the CEO/President and represents this office both internally and externally. Brandi strives to provide on-going support and collaboration with HIE participants.
Brandi spent four years at East Stroudsburg University earning a Bachelor’s Degree in Communications Studies as well as a minor in Professional Media Writing. Her previous work is strongly based in broadcast media and public relations. Brandi comes to us from WBNG-TV Action News Binghamton as a news reporter/producer where she worked with the public and outside companies generating web and social media content.
Director of Account Management
Kristy Aton is the Director of Account Management for HealthlinkNY. Kristy oversees the entire Account Management Department. She works with her team to identify and engage new participants and develops strategies to foster positive long-term relationships with medical practices to enhance HealthlinkNY’s Health Information Exchange (HIE). Her team works with providers and staff to assist in the integration and training associated with access to the HealthlinkNY HIE. Kristy strives to maintain a strong focus on continuing education with both patients and providers ensuring full and complete compliance through on-boarding processes.
Kristy attended SUNY Broome focusing in Health Sciences. She previously worked for United Health Services (UHS), where her work was strongly focused on inpatient acute care and behavioral health. Kristy has a strong background and understanding of medical compliance and patient advocacy. Kristy emphasis is to advance healthcare value and integrate care by providing information and education to participants and patients.
Paul M. Almy, PMP
Director of Data Quality
Paul M. Almy is HealthlinkNY’s Director of Data Quality. Paul has overall responsibility for integrating Hospitals and Practices into HealthlinkNY’s Health Information Exchange (HIE). In addition, he manages the day to day operations and support of the HIE. He has a strong background in project management, software development and consulting.
Paul received his Project Management Professional (PMP) certification in 2001 and holds a Master’s Degree in Computer Science from the National Technological University (NTU) in Fort Collins, Colorado. While working for IBM, he was nominated and selected to the IBM Project Management Board in 2006. As a board member, he successfully mentored and interviewed candidates for IBM certification. He held that position until his retirement in 2008.
Director of Strategic and Provider Partnerships
Serving as HealthlinkNY’s Director of Strategic and Provider Partnerships, Debbie brings a wealth of experience to her role at HealthlinkNY. She has worked with many healthcare providers in the Southern Tier and along the eastern seaboard in the development of a pediatric telemedicine network. Debbie will work collaboratively with HealthlinkNY’s President and CEO and Chief of Staff to develop solutions for the continued drive for innovation, improving quality and efficiency for our participating providers and partners, as well as for the health care system as a whole.
Debbie has also served as the IT Security Officer at HealthlinkNY providing cyber security of HealthlinkNY's clients’ data, along with securing HealthlinkNY’s perimeters for the safety of our employees and the privacy of the data we collect.
Debbie comes to us with a degree in Computer Science and over 18 years of Information Technology experience in the healthcare field. As a certified computer, video and VoIP network engineer, she understands the methodologies of HealthlinkNY’s data and the importance of the HIPAA privacy and security policies surrounding it.
Karina Platt, MPH
Compliance Manager, Privacy and Security Officer
As the Compliance Manager and Privacy and Security Officer, Karina is responsible for ensuring that HealthlinkNY and the Participants who utilize the HIE database follow the privacy and operational requirements dictated by the NYS Department of Health, HIPAA, and other regulatory agencies. She must coordinate efforts across all departments to ensure that the entire organization remains compliant in general, and maintains DOH Qualified Entity status in particular.
Karina graduated from Virginia Tech with a Bachelor of Science degree in Biological Sciences and again with a Master’s degree in Public Health. She has previous experience in the fields of program evaluation, quality assurance, performance improvement, and safety management. Karina comes to us from Bridgewater Center for Rehabilitation and Nursing where she was the Quality and Safety Coordinator, working to improve resident care and emergency management practices.
Controller and Human Resources Liaison
Renee Case is HealthlinkNY’s Controller and Human Resources Liaison. Renee oversees the Finance Team and manages HealthlinkNY's Human Resources department. She is responsible for all financial transactions in the general ledger, prepares monthly financial statements and assists the external auditing team that works on site during the auditing process.
Renee graduated from the State University of New York, College at Oswego with a Bachelor of Science in Accounting. Renee has spent the last 10 years working in a Certified Public Accounting office, and prior to that approximately 8 years working in private corporate accounting positions. Renee's vast accounting experience makes her a huge asset for HealthlinkNY.

Costanzo M. Feo
Senior Account Manager
Costanzo is one of the Senior Account Managers for HealthlinkNY. Costanzo works directly with community, providers and staff to facilitate integrating the Health Information Exchange (HIE) to new provider offices through consent collection, setup, user agreements, and training. Costanzo’s focus is to identify and engage new participants and foster positive long-term relationships by working with area medical practices to enhance HealthlinkNY’s HIE.
Costanzo was previously employed by IBM where he had 20 years of management, information technology support, customer service, and software services experience. While at IBM Costanzo was an Account Delivery Manager where he managed professional services and IT consultants to build messaging, collaboration, and cloud solutions for enterprise clients. Costanzo has a Bachelor in Computer Science from Mount Saint Mary College as well as a Master’s of Science from Marist College. He has also received numerous customer service accolades.
Senior Account Manager
Irene Friday started in January 2015 with HealthlinkNY. Irene is one of the Senior Account Managers for HealthlinkNY, working with clinics and hospitals to enhance HealthlinkNY’s Health Information Exchange Service. She works directly with community providers and staff to assist with integrating new provider offices through consent collection, setup, user agreements and training.
Friday has a strong background in project management and relationship management. She comes to HealthlinkNY from INPEx (Institute for Non-Profit Excellence) where she was a Relationship Manager. Irene’s responsibilities included marketing consulting, service delivery, and customer relationship management with large clients. She created relationships between brands and cause partners through technology systems that enhanced brand positioning and reputation. She maintained databases, managed projects across departments, and helped to implement high impact strategies to target new business. She has extensive experience managing multiple simultaneous projects.
Jo Anne Potter
As an Account Manager for HealthlinkNY, Jo Anne Potter identifies and engages new Participants for the Health Information Exchange (HIE). She is responsible for training HealthlinkNY users and fostering positive long-term relationships with participants. She works directly with providers and staff to train HealthlinkNY users on consent collection, setup, user agreements and training. In this position, Jo Anne also collaborates with all departments within HealthlinkNY to coordinate the onboarding of all participants.
Previously, Jo Anne worked for nineteen years at Lexis Nexis where she had experience in management, customer service, and returns processing. While at Lexis Nexis, Jo Anne managed customer relationships, staffing, and schedules in fulfilling all legal print and CD products for new business orders. Jo Anne provided leadership by cross-departmental training that enhanced customer experience and improved operational efficiencies. She conducted a virtual training program with an offshore team that improved crediting customers' accounts by reducing turn times from 30 to 12 days of product receipt.
For the past four years Jo Anne was employed by United Way of Broome County where she cultivated and built relationships by meeting with businesses and organizations to discuss United Way of Broome County’s strategy for the community. She directly worked as part of the Resource Development team to raise over $2 million dollars in donations from workplace campaigns and individual donors. Jo Anne strived to establish and maintain positive relationships with the persons responsible for running workplace campaigns and identified and secured sponsorship funding from businesses for annual events and community impact initiatives. Jo Anne was also responsible for the development of online donor pledging portals for individual businesses and organizations, which included training and overall employee implementation.
Krista Pierce is an Account Manager for HealthlinkNY. Krista’s main responsibilities are presenting training and education webinars to HealthlinkNY participants, providing participants support as needed and retraining participants annually. She is in charge of provisioning all HealthlinkNY user role accounts while ensuring HealthlinkNY is maintaining Qualified Entity (QE) compliance. Krista’s primary goal is to assist participants in reaching their participation goals of increased consent collection and utilization of the HIE.
Krista was born and raised in the Binghamton area and in her free time enjoys spending time with her sons Amari and Julian. Krista has been working in the medical and dental fields for the past 10 years, which makes her a great asset to our team.
Mark Perry, Pharm.D.
As an Account Manager for HealthlinkNY, Mark Perry is responsible for identifying and engaging new Participants for the Health Information Exchange (HIE). In addition, he is responsible for training HIE users and fostering positive long-term relationships with Participants. In this position, Mark also collaborates with all departments within HealthlinkNY to coordinate the onboarding of all participants.
Mark is a pharmacist with extensive pharmacy services knowledge, bringing management, administrative, drug information, and clinical experience to advance healthcare as a patient care provider in community and health-system settings. Mark possesses a strong and diverse background in clinical pharmacy, interdisciplinary communication, and patient care.
Prior to joining HealthlinkNY, Mark spent 7 years as a clinical pharmacist with UHS, 14 years as a pharmacist and manager at Wegmans, and has provided pharmacist consultant services.
Mark has a Doctor of Pharmacy degree from Creighton University in Omaha, NE. In addition, he has completed a one year post-graduate residency in Drug and Poison Information from the Medical University of South Carolina in Charleston.
As an Account Specialist, Linda is responsible for supporting the Sr. Account Manager’s, ensuring ongoing customer service and relationship maintenance with HealthlinkNY participants. She also assists the Sr. Account Manager’s in making sure HealthlinkNY participants complete all training requirements and identifies opportunities for new services to providers.
Her previous experiences included Special Events planning in the banking industry and tracking stolen art. Linda is a volunteer EMT and passionate about helping people in her community. She enjoys quilting, attending auctions. and collecting bakelite.
Salesforce Quality Assurance Specialist
Sue Cannon is the Salesforce Quality Assurance Specialist for HealthlinkNY. Sue will be responsible for maintaining the integrity and normalization of the HealthlinkNY database. She will work with all team members to ensure that data entered in the CRM is accurate and current. She also will provide training and coaching on the Salesforce tool.
Sue graduated from Excelsior College with a Bachelor’s of Science in Business and Marketing. She previously worked for Carrier Commercial Service a United Technologies Company, both in Sales and Marketing Operations Support.

Executive Assistant to the Senior Vice President
Karen Dibble is the Executive Assistant to the Senior Vice President. Her primary responsibilities are to provide a high level of administrative support, which includes project management, conducting research, preparing reports and correspondences, handling information requests, and filing corporate documents. Karen also performs clerical functions such as arranging conference calls and scheduling meetings, prepares presentations and letters, makes travel arrangements for SVP, and coordinates approval processes across departments.
Karen received an Associate’s Degree from Broome Community College in Independent Study of Applied Technology (ISAT) and a Phlebotomy Certificate. Her previous work experience includes a variety of jobs ranging from the medical field to administrative duties. Karen comes to HealthlinkNY from Maines Paper and Food Service, where she worked for almost 6 years as a Purchasing Analyst, Junior Buyer of Dry Grocery, and finally Administrative Assistant to the SVP of Purchasing and Director of Marketing. Karen is happily married with two daughters, a son and a step-son.
As the Contracts Administrator for HealthlinkNY, Noele Lynch is responsible for coordinating core functions of the Programs and Services Division. She manages various forms of monthly organizational reporting, HIE Participant contracting, and HIE incentive program offerings. Noele also provides general administrative support for the Programs and Services department.
Noele completed the Computerized Accounting program at Ridley-Lowell Business and Technical Institute and also earned her certification from the National Academy of Ambulance Coding. Her training and experience in accounts payable, payroll, reporting, and medical coding and billing provide her with a valuable and diverse skill set that makes her a valuable asset to the HealthlinkNY team as the Contracts Administrator.
Noele was born, raised, and currently lives in the Greater Binghamton Area. In her time off, Noele enjoys spending time with her husband and two teenage children.

Suzanne Ferrieri is the Audit Coordinator and Administrative Assistant for the Eastern Office. Suzanne’s primary focus is the planning, organizing and implementing support services throughout multiple departments. She also works as the liaison for meetings and events throughout HealthlinkNY.
Suzanne graduated from Berkeley Business School with a diploma in Microcomputer Accounting. She held many positions during her 27-year career with IBM Corporation; she worked in the departments of Big Data & Analytics, Sales, Finance, Software, Education, and Marketing

Patricia Blackman is HealthlinkNY’s Finance Administrator. Patricia holds an AAS Degree in Secretarial Science from Broome Community College. She held many positions during her 30-year career with the IBM Corporation. Currently she is part of HealthlinkNY’s Financial Team working closely with the Accountant and Controller to provide a variety of administrative and organizational services in support of Financial Operations.
Dawn Salvatore is HealthlinkNY’s Bookkeeper. Her primary responsibility is to record the day to day financial transactions as well as maintain records and reports to be used in financial statements. She works closely with the Finance Administrator and Controller as part of HealthlinkNY’s Financial Team.
With over 30 years of accounting experience, Dawn is a great asset to the HealthlinkNY Financial Team. She comes to us from Gannett Corporation’s Finance Department and has held various positions over the years at Sbarra & Company, GHS Credit Union, and other small businesses in the Broome County area.

Brian Cooley is a Project Coordinator for HealthlinkNY. He coordinates the technical side of bringing up each interface as each facility comes online. He acts as a liaison between the project director(s), the project team, multiple health systems, multiple physician practices, vendors, and interfaces with clients at all levels. Brian is also heavily involved in testing and Quality Control of the interfaces.
Brian has an Associate’s degree in Electronics from DeVry Institute of Technology in Phoenix, AZ. He has 25 years of experience in high tech manufacturing working as a test engineer, Calibration Department Manager, and Test Department Manager for leading local manufacturing companies such as Matco Electronics group, Harvard Custom Manufacturing, and Ametek Aerospace.
Rebecca participates in the planning and coordination of the HealthlinkNY clinical information system projects including gathering requirements and planning for system design, testing, implementation, integration, training, support, and maintenance of assigned project area. Manages and controls projects and project staff to ensure project deadlines are met, escalates issues for appropriate and timely resolution, and adheres to project management methodologies. Tracks actual project performance against planned performance, analyzes variances, and reports progress. Manages customer relationships and resolves customer issues to ensure customer needs are met while maintaining control of the project.
Rebecca is a graduate from SUNY Broome with a degree in Health Information Technology (HIT). She had the opportunity to intern at HealthlinkNY in spring of 2016 as part of her clinical practicum requirements. A couple of months later she interviewed and officially joined the HealthlinkNY Help Desk team. In her spare time, Rebecca enjoys spending time with her family.
Ronald J. Dwornik, MBA
Ronald Dwornik is a Project Coordinator for HealthlinkNY. Ronald coordinates and facilitates the implementation of assigned projects using resources from various project teams, IT departments, clinicians, and vendor implementation teams. Ronald acts as a liaison between the project directors, project team, health systems, physician practices, vendors, and interfaces with clients at all levels.
Prior to joining HealthlinkNY Ronald spent five years as a healthcare management consultant with Central New York Medical Support Services (CNYMSS). His recent accomplishments include coordinating the successful implementation of Patient Centered Medical Home (PCMH) standards, collaborating with office staff to improve workflow efficiencies and acting as interim Practice Manager for two medical practices. Ronald graduated from Binghamton University with a Bachelor of Science degree from the School of Education and Human Development and an MBA from the School of Management.
Anastasiya is the Data Analyst for HealthlinkNY, located in the western office. Her primary focus is maintaining the integrity and normalization of the HealthlinkNY database to ensure that all the relevant data is current and accurate. She provides assistance to various departments throughout HealthlinkNY in addition to updating the HealthlinkNY database and monthly dashboard reporting. Anastasiya assists with eMPI, Consent Management, User Maintenance, and Provider Maintenance as needed.
Anastasiya graduated from Binghamton University’s School of Management with a Bachelor’s of Science in Accounting. Prior to that, she completed a degree from Broome Community College in Business Administration. In her spare time, Anastasiya enjoys reading books and drinking good coffee.
McDaniel Smith is the Systems Analyst for HealthlinkNY. McDaniel coordinates and facilitates the implementation of assigned projects using resources from various project teams, IT departments, clinicians, and vendor implementation teams. McDaniel acts as a liaison between the project directors, project team, health systems, physician practices, vendors, and interfaces with clients at all levels.
McDaniel holds a Bachelor of Arts degree in Chemistry from North Carolina State University. He started out as a communications and information systems officer in the U.S. Air Force. After serving nine years on active duty, he spent seven years working in the project management field for various Department of Defense contractors.
Help Desk Manager
Christina Anastos is the Help Desk Manager for HealthlinkNY, providing IT support for the HealthlinkNY staff, maintaining HealthlinkNY workstations, and sits on the HealthlinkNY Website Committee. Christina oversees the entire HealthlinkNY HealthlinkNY Help Desk and on-call staffing. Christina coordinates multiple internal and external databases to ensure proper patient record consolidation within the HealthlinkNY Health Information Exchange (HIE). She analyzes system configuration and behavior responding to potential errors and improvements. Christina also provides technical support for HealthlinkNY video productions and acts as a mentor to staff and students in Second Life.
Christina has prior work experience with EFX Internet, where she worked on website development. She graduated from the Networking and Technical Support program at Ridley Lowell in 2002.
Help Desk Specialist
Christie DeRitis is a Help Desk Specialist for HealthlinkNY. She is responsible for providing Level 1 and 2 Help Desk support, assisting with setting up QE Participants using Dial Tone Services and working with QE Participants to maintain the Master Patient Index (MPI) database. Christie’s other main duties are to maintain, verify, and validate inventories of Implemented Computer Systems and Networks as well as oversee consent entry/management.
Christie is a graduate from SUNY Broome with a degree in Computer Security and Forensics. She previously worked for United Health Services (UHS) as a Medical Receptionist, focusing on patient care. In her free time, she focuses on running two side businesses specializing in crafts and natural skin care products.
Help Desk Specialist
Michael Kane is a Help Desk Specialist for HealthlinkNY. He is responsible for providing Level 1 and 2 Help Desk support, assisting with setting up QE Participants using Dial Tone Services, and working with QE Participants to maintain the Master Patient Index (MPI) database. Michael’s other main duties are to maintain, verify, and validate inventories of Implemented Computer Systems and Networks as well as oversee consent entry/management.
Michael has studied and been working in the IT field for several years. Previously Michael worked as an IT specialist as well as in various sales/customer solutions based roles. In his spare time Michael enjoys photography.

Michelle is a Graduate from SUNY Broome with a Liberal Arts Associates Degree in Science. Michelle previously worked for Lourdes Hospital and has been a Volunteer Firefighter and NYS EMT-B for the past 10 years. In her free time, she focuses on her family and riding her horses when she can.

Director of Marketing and Client Relations
Emma Steed is HealthlinkNY’s Director of Marketing and Client Relations. Emma is in charge of overall marketing and strategic planning programs, and corporate communications. Emma’s primary focus is facilitating client development, assisting in the creation of training material, creating content for the website, promoting the patient engagement through use of the patient portal, and increasing community awareness of HealthlinkNY through events and social media. She is responsible for evaluating and enhancing the current on-boarding structure for all new hires, including customizing on-boarding plans for all roles and levels on the team.
Emma graduated from West Chester University of Pennsylvania with a degree in Early Grades Education and a concentration in Studio Art. She was previously was teaching both school and painting in Greater Philadelphia area.
Community Relations Coordinator
Umberto Putrino is the Community Relations Coordinator for HealtlinkNY. He is responsible for outreach, engagement, and on-going customer relations of existing and potential HealthlinkNY participants and patients. Through his efforts, HealthlinkNY looks to foster and maintain a vital role in our health community.
Umberto graduated from the State University of New York College at Oneonta with a bachelor’s degree in Mass Communication. He has previously served as the Administrative Assistant for HealthlinkNY’s western office.

Project Coordinator, Special Projects
Staci Molyneaux is the Project Coordinator of Special Projects for HealthlinkNY, working with end users to enhance HealthlinkNY’s Health Information Exchange services. She works directly with community providers and staff and serves as a technical liaison for HealthlinkNY to find ways to better display information for ease of use, workflow, functionality and simple access. Staci also works with organizations to evaluate and plan the best way to integrate their patients records to the HealthlinkNY regional health information exchange that will help them meet their many organizational needs and improve patient care.
Staci graduated from SUNY Morrisville and has held various positions at United Health Services (UHS). Her first assignment was in Community Relations where she gained a great knowledge of UHS site locations and staff. Staci also worked on a nursing unit for several years and has an in-depth understanding of healthcare practice. She transferred to Southern Tier Healthlink from the UHS Clinical Systems Department where she was an integral part of building and maintaining many of UHS's current systems, including NextGen and the new Soarian project.

Phillip A. Ginter, LMSW, MPA
Regional Director of Community Initiatives
Phillip Ginter is the Director of Community Initiatives. Phillip provides supervision and support to staff and subcontractors working for the HealthlinkNY Community Network in the Hudson Valley and Southern Tier. Branded under the 'HealthlinkNY Community Network' the two projects are part of the New York State Department of Health Population Health Improvement Program. Through this project, Phillip supports project staff and subcontractors in the identification of health disparities and engagement of a broad range of stakeholders to all work together to develop strategies designed to promote the triple aim of better care, better population health, and lower health care costs. Phillip brings his experience working with a broad range of populations including runaway and homeless youth, formerly incarcerated individuals, veterans, homeless adults and families, and children in the child welfare system to his work of eliminating health disparities in the region. A lifelong resident of Broome County, Phillip has been committed to improving opportunities for everyone. Phillip has served as a Mayoral Appointee to the City of Binghamton Community Development Advisory Committee, was a member of the Broome County Youth Bureau Advisory Committee, as well as served on various other local planning groups and coalitions. Prior to joining HealthlinkNY, Phillip worked at United Way of Broome County where his focus was on community engagement, planning, and development of collective impact strategies. Phillip holds a Bachelor’s Degree in Sociology from Houghton College and Master’s Degrees in Social Work and Public Administration from Marywood University.
Acting Regional Director of Community Initiatives
Victoria Reid is the Acting Regional Director of Community Initiatives for the Community Network which administers the NYS DOH Population Health Improvement Program (PHIP) grant. Victoria is responsible for the implementation of the Hudson Valley PHIP, providing regional convening, capacity building, and data services. She works to ensure the successful implementation of regional initiatives that seek to address health disparities, the New York State Prevention Agenda, primary care transformation and health care workforce development.
Victoria is familiar with PHIP, previously working as the Chenango County PHIP Coordinator in the Southern Tier. Victoria holds a Bachelors of Arts in Sociology from Moravian College and earned a Master’s of Social Work concentrating on Community Organization and Policy Administration from the University of Southern California. She was born and raised in the Hudson Valley and is happy to come back to work in her home region.
Population Health Coordinator
Jo is a Population Health Coordinator working to support the development and implementation of a regional plan that addresses health disparities in NY State.
Jo has spent the past twenty years working as a Program Manager/developer in Vocational Services for individuals of all abilities levels and wellness coordinator for staff and client support. She has worked with a broad range of populations including at risk youth, mental health, TBI, developmental, homeless, SNAP, and Veterans.
Jo is a yoga/wellness practitioner with a passion for mind/body fitness. She holds a Bachelor of arts/psychology and is certified in a variety of health/wellness services.
Population Health Coordinator
Rachel Romaine is a Population Health Coordinator in the Fishkill office of HealthlinkNY. Her work with the Community Network largely focuses on the Behavioral Health Workgroup by coordinating meetings and broadening its membership. Within the workgroup, she serves as the point of contact for the pilot sites of the Mental Health Toolkit and will help organize the Toolkit’s launch. Additionally, she will be helping to organize events on workplace wellness to introduce organizations to the many resources available to them to promote healthy lifestyles for their employees.
Rachel graduated from Cornell University with a Bachelor’s Degree in Biology & Society and a concentration in Behavioral Health. Through Cornell’s Urban Summer program, she previously volunteered with Lincoln Medical and Mental Health Center’s Community Outreach Division to host several health fairs in the South Bronx, Manhattan, and Brooklyn. In her free time, Rachel can most likely be found on the Hudson Valley Rail Trail either running or biking, as well as enjoying the beauty it has to offer. Rachel grew up in the Hudson Valley and looks forward to working within her home region.
Hisieni Sacasa Wisniewski
Population Health Coordinator
Hisieni Sacasa Wisniewski is a Population Health Coordinator at HealthlinkNY. Her main role is supporting and facilitating activities surrounding the Population Health Improvement Program. This includes evaluating and tracking the success of programs meant to address health concerns throughout the Mid-Hudson Region, promoting stakeholder work groups, and writing reports that bring attention to various topics relating to health disparities.
Hisieni graduated from Temple University with a Bachelor of Science in Public Health. Prior to that, she grew up in Ulster County and now looks forward to coming back and supporting the health efforts in her home region of the beautiful Hudson Valley.

Supervisor of Training and Development
Debra Maietta is the Supervisor of Training and Development for HealthlinkNY. Debra’s primary focus is to assist our participants to help them integrate the Health Information Exchange (HIE) into their organizations. She provides ongoing support to all participants by assisting them in meeting their utilization goals. She also educates community members on the benefits of the HIE. Debra’s passion is to engage and empower the health care community to improve the delivery of healthcare to its community members.
Debra previously worked in public education where she assisted teachers to integrate technology into their classrooms. She graduated from Marist College with a Bachelor of Science in Organizational Leadership and Communications. Debra enjoys volunteering for various organizations in her community. Debra Spends her free time with her husband and three daughters.
